Admin user failed login attempts has a hard limit of 5. When you enter a login and password incorrectly 5 times the 6th entry is when the inactive message will trigger. The inactivation occurs for a 2 minute window of time, so if you need to attempt again please wait the 2 minutes or you will be inactivated.
Once inactivated it will require activation from another admin in the tenant. Anyone with super admin with access to the menu can activate them. If no one is able to
